2 arrested in shots fired incident in west Sparks

Police arrest two men in connection with shots fired in west Sparks. It happened early Sunday morning at an apartment on the 1600 block of Merchant Street. Nearby apartments had to be evacuated, and the SWAT team swooped in. Steven Cedeno was arrested along with Carlos Ortiz-Ramirez, who officers say shot the gun.
