Reno City Council considers banning whips

Reno City Council will consider a ban on whips in downtown Reno. Reno police say whip usage went up more than 60% over the last few years, especially in fights. The ordinance, if passed, would require anyone carrying or using a whip to get a permit in downtown, midtown, the Riverwalk, and Idlewild Park neighborhoods. The ACLU spoke out against the proposed ordinance saying it criminalizes those experiencing homelessness, who are known to carry whips. Reno City Council is slated to vote on the ordinance next month.
