The Washoe County School Board fills its second vacant seat. Beth Smith was appointed and sworn in to represent District D, in south central Reno, at a special meeting Monday. Smith replaces Kurt Thigpen, who resigned over health issues in July. Smith, is a parent of two elementary school students, whose nomination was approved in a vote 4-2.
