A new homeless encampment has sprung up within a week of a previous clean up done by the City of Reno. The new encampment is along Commercial Row, just beneath the Wells Avenue overpass. City of Reno spokesperson Jon Humbert said that the reason the railroad cleanup happened last Wednesday was because the City of Reno was issued a health code violation by Washoe County — giving them 30 days to fix the issue.
